The slower I take it back the less outside, but then I forget to hit it hard enough.

There are a few things that can help with this.
1. get a chalk line and find a 3 foot putt that is straight on a practice green. Chalk a straight line to the center of the cup out 4 feet. Put your ball on the chalk line and hit putts over it. You can very clearly see the line and your putter’s line. You will be amazed at how quickly it helps you see exactly where your club is going. After a while you actually start to see the chalk line when reading putts in your head.
2. Put 5 tees in the green about 3 inches apart in a straight line. Then put 5 more tees parallel to the first 5 with just enough room for your putter to fit in between them. Hit puts through that “gate.”
3. A more complex but less intrusive way to do this is to put two tees or small sticks in the green over a level section of green about 5 feet apart. Then Tie a small string to the two tees. Then you putt under the suspended string. Your goal is to hit the tee farthest from you.

I like to practice putting in an open doorway (mine is a bedroom closet). My butt goes against 1 part of the frame, my head rests on the other side and I use the bottom to swing the putter along without actually touching the molding. No way to take it outside, and you stay nice and still over it.
On the course you need to stop watching the putter head while you’re putting. Concentrate on a dimple on the ball, or look for a spot underneath the ball to focus on after the ball is gone. But the fastest way to steer the putter is to look at the putter head.
plug 4 rows of tees into the green, approx 1/2 inch bigger than your putter, and about 1 and 1/2 inches apart. Place the ball in front of the first row of tees. By keeping the putter from hitting the tees, you are taking it back straight. Practice this and then worry about the distance.
Check your shoulder and forearm alignment. Typically people’s strokes follow their shoulders. Almost everyone I see who takes the putter outside has his shoulders open at address. You can strengthen your right hand grip on the putter which will get your right elbow closer to your right hip and thus help square your shoulders better.
Split your grip and let the right hand dominate. That will take the putter to the inside.
Take an iron and trap it under your triceps while holding your putter. Get in your stance, and make a putting stroke. Hold that club under your arms, and you’ll make a nice putting stoke. If you drop it, you’re bringing the putter outside.
